the 2017 Southeast Asian Higher Education (SEA-HiEd) Forum on Leadership and Governance

Co-hosting with the Commission on Higher Education (CHED), Republic of the Philippines, SEAMEO RIHED conducted the 11th Southeast Asian Higher Education Senior Officials Meeting (SEA-HiEd SOM) and 2017 SEA-HiEd Forum on Leadership and Governance in Manila last 4-5 April 2017.
Since 2005, the SEA-HiEd SOM, formerly the Directors General/Secretary-General/Commissioner on Higher Education Meeting (DGs/SG/CHE Meeting), serves as a crucial platform for higher education national authorities and SEAMEO RIHEDs’ collaborative partners to discuss strategy and synergise plans to carve out priorities towards the further development and harmonisation of higher education in the region. The higher education senior officials further discussed the direction and progress of the four priority areas leading to the harmonisation of higher education. These four priority areas were identified by the national government authorities on higher education as (1) Academic Mobility Enhancement, (2) Leadership Development, (3) E-Learning and Mobile Learning and (4) ASEAN Citation Index.
SEAMEO RIHED is grateful to Dr. Ethel Agnes Pascua Valenzuela, Deputy Director of SEAMEO Secretariat for her warm welcome remarks and to CHED Commissioner, Dr. Alex Brillantes Jr., for facilitating the very fruitful afternoon session: Reflecting on Emerging Trends and Opportunities in SEA-HiEd.
In conjunction with the SEA-HiEd SOM, the SEA-HiEd Forum is held to gather national country representatives and regional university leaders to share good practices and update higher education policies being implemented at national and regional levels. The 2017 SEA-HiEd Forum on Leadership and Governance explored the strategies, trends and practices in the leadership and governance of higher education in the region. It was attended by more than 70 participants composed of national authorities responsible for higher education and university leaders from Southeast Asia and beyond where keynote and country presentations successfully encouraged the participants into engaging discussions.
